Policy Enablers for V2G: Finding the Right Levers to Open the Floodgates


V2X Go-To-Market strategies abound, and none of them seem to quite fit existing or developing policy frameworks. Rigid interconnection policies do not account for the multiple use cases possible for a single bi-directional capable EV. Value streams are indirect, intermittent, inconvenient, or unavailable. Do we need tech-neutral frameworks, or V2X-specific ones? How do we solve the 50-state regulatory puzzle to help manufacturers and businesses scale? What policy changes will help V2X move from scattered pilots to the biggest DER resource in the United States? This session will feature policy practitioners digging into these topics, successes/failures so far, current strategies, and their plans going forward. This session will also set up topics and issues for discussion in the Policy Working Session later in the conference.

Southern California Edison (SCE)

At Southern California Edison (SCE), Blake has spent the past four and a half years working in the Electrification Department on the Strategy & Program Development team focused on Transportation Electrification. Blake currently contributes to SCE's VGI strategy and the coordination between teams that are impacted by the projected growth of EV and VGI adoption. He leads three initiatives aimed at the integration of EVs into current pilots or the development of new programs / rates that will support customer participation in both V1G and V2G. Collaboration externally with aggregators, EVSEs, and OEMs has helped inform internal efforts that builds upon industry capabilities to enable and incentivize VGI for SCE's customers. Prior to VGI, Blake lead the development at SCE of a program that had funding approved for over $50M to support the installation of charging stations at New Construction Multi-family sites through SCE's Charge Ready Light Duty program. Projects while on the strategy team have also included the initial development phases of additional charging station programs, research on TE, and the exploration of electrification opportunities outside of TE.

Prior to joining SCE, Blake gained experiences at Deloitte Consulting, Google, and entrepreneurial endeavors in both finance and the non-profit sectors. Blake's first professional experience in the EV industry was during an internship at Tesla. As a loyal Wolverine, his alma mater from undergrad and grad school at the University of Michigan has lead to his joy of college football. Originally from Southeastern Michigan, Blake now lives in Southern California and pursues his greatest hobby of traveling when appreciating life outside of work.

As senior manager for policy and government affairs at Enphase Energy, Marc Monbouquette leads the company's policy engagements related to EV charging, home electrification, and deployment of home energy management systems. Prior to Enphase, Marc served in a similar role at Enel, the multinational Italian utility company, where he contributed to the passage of SB 676 (2019) in California and to the formation of the Vehicle Grid Integration Council, serving as its first Board President. Marc began his career at the CPUC where he led work on General Rate Cases, Rule 21 interconnection, the Smart Inverter Working Group, and the Distribution Resources Plan. Marc holds a master's degree in Energy Policy and Economics from Duke University and a bachelor's degree in Geology from Carleton College.

Steve is a regulatory analyst and policy professional with over 25 years of experience specializing in the value of distributed energy resources and the grid of the future. He has worked collaboratively with numerous organizations including the Pacific Northwest National Laboratory, New York State Energy Research and Development Authority, California Air Resources Board, Green Mountain Power, and Smart Electric Power Alliance, among others. He has prepared direct testimony, technical reports, and analysis on a range of energy policy issues including the publication of the seminal article on V2G titled "Electric Vehicles as a New Power Source for Electric Utilities" published in 1997 in Transportation Research with Dr. Willett Kempton. Steve holds a Master's degree in economics and a doctorate in energy policy from the University of Delaware. At Nuvve, Steve works to promote policies, regulations, and wholesale market reforms that unlock the value that V2G offers to the grid and customers.
