China Announces First Round of Large-Scale V2G Pilots

The following announcement was issued by the National Development and Reform Commission of the People's Republic of China:

In order to support the construction of new energy systems and new power systems and promote the integration and interaction of new energy vehicles and power grids, in accordance with the requirements of the Implementation Opinions on Strengthening the Integration and Interaction of New Energy Vehicles and Power Grids (Fagai Nengyuan [2023] No. 1721) and the Notice on Promoting the Pilot Work of Large-Scale Application of Vehicle-Grid Interaction (Fagai Ban Nengyuan [2024] No. 718), the National Development and Reform Commission, the National Energy Administration, the Ministry of Industry and Information Technology, and the State Administration for Market Regulation jointly organized the application and review of the pilot work of large-scale application of vehicle-grid interaction.

The first batch of pilot projects for large-scale application of vehicle-grid interaction are now announced, and the relevant matters are notified as follows:

1. After expert review, the first batch of pilot projects for large-scale application of vehicle-grid interaction are 9 cities including Shanghai and 30 projects including "Beijing V2G vehicle-grid interaction collaborative control pilot project based on new energy storage" (list attached).

2. The departments in charge of the development of charging facilities in each province (autonomous region, municipality directly under the central government) are requested to work with the development and reform, energy, industry and information technology, market supervision and other departments to organize the relevant departments of the pilot cities and the construction units of the pilot projects to actively promote the pilot construction, strive to achieve practical results, and submit the summary of the pilot work to the Electricity Department of the National Energy Administration before the end of 2025, and simultaneously copy it to the Infrastructure Development Department of the National Development and Reform Commission.

3. Grid companies are requested to actively support the pilot construction, provide support and guarantee services such as grid access and electricity metering, optimize the grid dispatching and operation mode, and give full play to the role of vehicle-grid interaction in green electricity consumption and power supply.

4. The dispatched agencies of the National Energy Administration should promote the improvement of electricity market trading rules within their jurisdictions and support the large-scale application of vehicle-grid interaction to participate in electricity market transactions.

5. The National Development and Reform Commission, the National Energy Administration and other departments will study and establish a post-pilot evaluation mechanism, summarize the effectiveness of the problems in a timely manner, and promote advanced experience in a timely manner. Those whose implementation results are not as expected will be removed from the pilot list.
